A third of the 326 improvements necessary for the safe restart and operation of the Rancho Seco nuclear power plant near Sacramento have been completed and consultants have been hired, Sacramento Municipal Utility District officials said. They have been trying to convince the Nuclear Regulatory Commission of their willingness to solve existing problems since last Dec. 26, when a rapid cool-down forced a shutdown of the reactor. No serious damage resulted, but a slight amount of radiation was released into adjoining pastures. The officials would not discuss an impending rate increase prompted by the long shutdown.
