A state appellate court Tuesday refused to overturn a 1982 decision by the California Coastal Commission permitting the owners of the San Onofre nuclear power station to restrict beach access near the plant.

The 4th District Court of Appeal turned aside the contention of anti-nuclear activist August S. (Bill) Carstens of La Jolla that the commission lacked authority to make the decision.

Carstens also claimed that the $3 million that the owners, Southern California Edison Co. and San Diego Gas & Electric, paid for beach improvements in exchange for the access restrictions was inadequate.
