Los Angeles should convert some of its famous freeways to eastern-style toll roads and build a new bypass route to ease downtown congestion, a Los Angeles County Grand Jury committee recommended. The last time toll roads were seriously considered in California was in 1950, said the Government Operations Committee. “In the East, toll roads have been very, very successful,” committee chairwoman Suzanne Marx said.
