Santa Monica Bank was ordered to pay $4,250 in fines and penalties and contribute $5,000 to a Skid Row charity after pleading no contest to five misdemeanor health, building and safety violations at a Los Angeles apartment building it owned for almost a year. The Los Angeles city attorney’s office said the bank agreed before Municipal Court Commissioner David Stephens to make the $5,000 donation to Las Familias Del Pueblo, which relocates Skid Row families. Hector and Elma Flores, current owners of the building at 124 West 22nd St., will be arraigned on 41 similar charges on June 5.
