West Germany dominated the final 60 minutes but needed a goal from Klaus Allofs with five minutes remaining to tie Uruguay, 1-1, in a Group E game of the World Cup soccer tournament Wednesday at Queretaro.

Until Allofs sent a 12-yard left-footed kick into the far corner of the net from the left side, the Germans were frustrated by the outstanding work of Uruguayan goalkeeper Fernando Alvez.

Alvez, a second-stringer who moved up to the starting role because star goalie Rodolfo Rodriguez is recovering from stomach surgery, made several outstanding saves as the Germans pressed on attack.

The Germans began the game with stars Karl-Heinz Rummenigge and Pierre Littbarski on the bench.

The Uruguayans took a 1-0 lead in the fifth minute on a breakaway by Antonio Alzamendi, who stole Lothar Matthaeus’ backpass, dribbled past a defender, then faked goalkeeper Harald Schumacher to the ground. Alzamendi’s shot at the open net hit the crossbar and bounced over the goal line.

Germany nearly tied it at 12 minutes, but Alvez dived to stop a hard right-footed boot by high-scoring Rudi Voeller.

Littbarski started the second half, replacing Andreas Brehme. Rummenigge came on for Matthaeus with 20 minutes to go as the Germans pressed for the tie. They nearly got it at 68 minutes, when Allofs’ pass from a free kick went to the onrushing Klaus Augenthaler, who hit the goalpost from 25 yards.

Paraguay 1, Iraq 0--Forward Julio Cesar Romero, formerly of the Cosmos of the North American Soccer League, scored in the first half, and the Paraguayan defense held off Iraq in Group B at Toluca.

Although Iraq had the better of play for most of the opening half, Paraguay struck for the only goal. At 35 minutes, Romero took a pass from Adolfino Canete and lobbed the ball over the head of goalkeeper Raad Hammoudi, who had come out to challenge.

The Iraqis nearly scored in the 15th minute when striker Hussein Saeed’s header from the corner beat goalie Roberto Fernandez but was cleared by a defender.

Just after the halftime whistle sounded, an Iraqi corner kick went into the net, but it was ruled too late.

Thousands of soccer fans ecstatic over Mexico’s 2-1 World Cup victory over Belgium Tuesday held an all-night celebration marred by violence, looting and vandalism in the streets of Mexico City, police said Wednesday.

Mexican authorities and Red Cross officials said dozens of people were injured, none seriously, during street celebrations.

Youths threw bottles and entered stores to steal merchandise. A Mexican photographer said he was beaten by police trying to keep him from photographing one melee in the Zona Rosa.

The photographer, Arturo Velarde, was treated at a Mexico City hospital. He said at least five other photographers were arrested.

Mexican television said a woman who refused to press charges was raped near Chapultepec Park, and a British Embassy spokesman said a Scottish man was knocked unconscious in a brawl between Scottish and Mexican soccer fans.
