The National Hockey League Players Assn. meetings have opened at Toronto and the players are scrambling to reach accord on many issues before confronting representatives of the 21 team owners.

The two stickiest questions involve free agency and mandatory drug testing.

The current collective bargaining agreement between the union and the owners will expire Sept. 15, the eve of the opening of training camps for the 1986-87 season.

Alan Eagleson, the association’s executive director, and John Ziegler, president of the NHL, announced two weeks ago that they would prompt the players to agree to a clause in a new agreement that would require submission to drug tests if asked.
