More than $1.6 million has now been collected by California from various companies to offset the $1.8 million the state spent to clean up the Capri Pumping Service toxic waste facility in East Los Angeles, state Atty. Gen. John K. Van de Kamp said in announcing the conclusion of a federal court suit to recover the money. Van de Kamp sued operators of Capri as well as 190 companies that generated the wastes found on the site. About 150 of the companies negotiated a joint $1.4 million settlement last August. In April, a Los Angeles County Superior Court found Refugio and Genevieve Carrasco, owners of Capri, liable for $228,000 in cleanup funds as well as $50,000 in civil fines. Van de Kamp said that if the remaining defendants pay what they owe, the state will have collected more than $1.9 million in cleanup funds.
