A proposal to shut down the Rancho Seco nuclear power plant permanently will not make the November ballot, its sponsors said. “The group has come to the recognition that the time lines required for getting the initiative on the November ballot appear insurmountable,” said Mike Remy of Sacramentans for Safe Energy. The group needed to collect 50,000 voter signatures by early July, but it could not begin the process until early June, 21 days after publishing a legal notice. Remy said the group will try again. Rancho Seco, near Sacramento, has been shut down since Dec. 26, when problems led to over-cooling of the reactor vessel. The federal Nuclear Regulatory Commission called the incident the “last straw” after a series of shutdowns made the plant among the least reliable in the nation. The Sacramento Municipal Utility District hopes to restart the plant by January, 1987.
