Laguna Niguel residents will be asked on their November ballots if they want to form a community services district, the county Board of Supervisors decided last Wednesday.
Parks and recreation, street sweeping, lighting, and other services now provided by the county would be locally controlled, as would the proposed district’s estimated $4-million annual budget from property taxes.
