San Francisco Sheriff Michael Hennessey said that more than $2 million in expansion funds will not eliminate overcrowding at the County Jail, which sits atop the Hall of Justice. “Even with this we will have people sleeping on the floor,” he said, adding that the facility frequently houses dozens more than its state-approved capacity of 407. The expansion money is being used to convert an unused kitchen into a 20-bed dormitory and to build a rooftop recreation area. In response to an inmate’s lawsuit filed in 1978, a federal judge has ordered San Francisco to reduce the number of prisoners at the jail, hire more deputies there and give inmates an exercise area.
