Capistrano Beach : Hearing Delayed on Annexation Request

The county’s Local Agency Formation Commission on Wednesday postponed for 60 days a public hearing on a controversial proposal by San Juan Capistrano to annex a 12.4-acre parcel on Doheny Park Road that is now in unincorporated Capistrano Beach.

The owner of the property, Great Western Savings, has plans to develop a retail shopping center on it and on an adjacent 10-acre parcel that lies within the San Juan Capistrano city limits. Great Western asked the city to annex the unincorporated portion, but the Capistrano Beach Community Community Assn. objected.

The association recently voted to pursue incorporation of Capistrano Beach, and its leaders see the Great Western property as a potentially valuable tax base for a future city.

County Supervisor Thomas F. Riley, who was sitting on the commission because Supervisor Roger R. Stanton was absent, asked for the delay to give all sides more time to resolve the problem, he said. No one objected to the postponement.
