Exiled leaders of Sri Lanka’s Tamil minority held talks with President Junius R. Jayewardene in Colombo about ending civil strife that has killed more than 4,000 people in the last three years. Appapillai Amirthalingam, secretary general of the Tamil United Liberation Front, said the talks centered on Jayewardene’s proposal to delegate authority to elected councils to be set up in the island’s nine provinces. The Tamils have been seeking a separate state in northeastern Sri Lanka.
