Salvadoran Archbishop Arturo Rivera y Damas disclosed that he met earlier this month in Colombia with Salvadoran rebel leaders in an effort to arrange a third round of peace talks between the government and guerrillas. He said he also met last week with President Jose Napoleon Duarte. “I can only say that the third meeting is still planned,” the archbishop said, “and that preparation continues, although slowly.”
