The House set a debate and a vote today on whether for the first time in a half century it should impeach a federal judge--Harry Claiborne of Nevada, a spokeswoman for Rep. Robert W. Kastenmeier (D-Wis.) said. Kastenmeier is chairman of the House Judiciary subcommittee that originally reported the articles of impeachment. Because federal judges are appointed for life and can be removed only by Congress, Claiborne, who is collecting his $78,700 yearly salary while in prison for tax evasion, could return to his job as a federal judge in Nevada after his prison term unless he is impeached by the House and removed from office by the Senate.
