Defense Secretary Caspar W. Weinberger warned that the United States faces a “hollow strategy” in the future because of declines in the growth of military spending. Weinberger, in a speech at a National War College conference in Washington, cited bipartisan support for the military after a period of divisiveness at the end of the Vietnam War. He said it is important to maintain record levels of spending for continued rearmament and for research on the “Star Wars” missile defense program.
