A Senate subcommittee voted approval of President Reagan’s package of military aid to rebels fighting Nicaragua’s leftist government. The decision by the Appropriations subcommittee on military construction is the first step in the latest round concerning Reagan’s plan to provide $100 million, including $70 million in military aid, to the contras. The full committee is expected to approve the plan next week, sending it to the floor of the Republican-controlled Senate. Democrats opposed to aid have warned of a filibuster when the measure reaches the floor, but Majority Leader Bob Dole (R-Kan.) has threatened to delay a scheduled Aug. 15 recess until the Senate votes on the aid package.
