The House, acting over the objections of top Pentagon officials, voted 406 to 4 for a major reorganization of the Department of Defense. If approved by the Senate, the changes would represent the first military reform in nearly 30 years. The proposal, offered as an amendment to the 1987 defense authorization bill, would increase the authority of military commanders, encourage more career officers from each service to serve in joint service positions and combine the staffs of the civilian service secretaries and the military chiefs of staff of each service.
