White House chief of staff Donald T. Regan today said Bishop Desmond Tutu “made a rather intemperate remark for a man of the cloth” when he denounced President Reagan’s recent speech on South African policy as “nauseating” and said “the West can go to hell.”

Regan, in an interview with the Mutual Radio Network, also said the Administration plans to renew Reagan’s executive order that imposed limited economic sanctions against South Africa when it expires Sept. 9.
