The Senate today refused to extend a ban on tests of anti-satellite weapons while the House called for a ban on all nuclear testing as the two chambers wrote their versions of the massive Pentagon budget bill.

The Senate voted 55 to 43 to kill the existing ban on tests of anti-satellite weapons that was imposed by Congress last year. Later, the House gave 234-155 approval to a non-binding resolution, similar to one approved by the Senate late Thursday, calling on President Reagan to resume U.S.-Soviet talks aimed at seeking a new treaty banning all nuclear tests.
