Head of Electrical Workers to Quit Post After 18 Years

WASHINGTON —
Charles H. Pillard announced his resignation Tuesday as president of the International Brotherhood of Electrical Workers, the nation’s sixth-largest union that he headed for 18 years. Pillard’s resignation is effective Aug. 25. John J. Barry, a union vice president from White Plains, N.Y., was appointed interim president.
