A Senate appropriations subcommittee voted to curb the activities of the Commission on Civil Rights and ban its hiring of outside consultants. In an amendment to a catchall 1987 appropriations bill, the panel limits the pay for its part-time commissioners and for Chairman Clarence M. Pendleton Jr. and holds each commissioner to one special assistant. In addition, it limits the number of days each member can bill the commission for its work. The commission has come under fire from a wide array of critics who contend it has not carried out its duties.
