The Santa Monica City Council has voted to sue Los Angeles County on grounds that services for the homeless mentally ill are inadequate. Councilman Alan Katz said he hopes the courts will force the county to provide more shelters and better social services. Santa Monica has a permanent homeless population of about 1,000, about 500 of whom are mentally ill, city officials said. A spokeswoman for the county declined comment.
