Local Meetings: Passed and sent to the governor on a 68-0 vote a bill (AB 2674) by Assemblyman Lloyd G. Connelly (D-Sacramento) to require local legislative bodies to post written detailed agendas of items of business to be discussed 72 hours in advance of meetings. Citizen lawsuits could be filed to negate action taken on non-agenda items. The bill was sparked by a Los Angeles City Council vote granting its members a pay raise that was later thrown out by the courts.

Insurance: Passed and sent to the governor on a 52-20 vote a bill (AB 1487) by Assemblyman Richard Robinson (D-Garden Grove) expressing legislative support of anti-rebate laws that prevent insurance agents from reducing their commissions to try to make sales at lower prices than their competitors’.

FPPC Candidates: Passed and sent to the Senate on a 68-7 vote for concurrence in Assembly changes a bill (SB 2541) by Sen. Gary K. Hart (D-Santa Barbara) to prohibit members of the Fair Political Practices Commission, the state’s political affairs watchdog agency, from running for office during the terms of their appointments. The bill was sparked by the resignation of FPPC Chairman Dan Stanford to unsuccessfully seek the Republican nomination for controller.

Veto Override: Failed in an attempt to override the governor’s budget veto of $19.9 million out of the rural small school district transportation fund. The vote was 44 to 28, but it takes a two-thirds majority, or 54 votes in the Assembly and 27 in the Senate, to override a gubernatorial veto. Forty-two Democrats and two Republicans voted to override; 28 Republicans voted against it.

Senate Floor Action:

Speed Limit: Granted final approval on a 29-0 vote to a resolution (AJR 87) by Assemblyman Richard Robinson (D-Garden Grove) requesting President Reagan and Congress to authorize California to raise the 55-m.p.h. speed limit on rural interstate freeways.

Hazardous Waste: Passed and sent to the Assembly for concurrence in Senate changes on a 35-0 vote a bill (AB 2904) by Assemblyman Jack O’Connell (D-Carpinteria) to prohibit the incineration of hazardous wastes at sea until safety studies have been conducted by various state agencies.

Drugs: Passed and sent to the Assembly for concurrence in Senate changes on a 26-0 vote a bill (AB 4374) by Assemblyman Larry Stirling (R-San Diego) to give up to 5% of the money confiscated along with illegal drugs to nonprofit “tipster” groups that contribute to arrests of dealers. The bill is supported by the Los Angeles County Board of Supervisors.
