President to Nominate New Envoy to Burundi

WASHINGTON —
President Reagan announced Friday that he will nominate James Daniel Phillips as ambassador to the Republic of Burundi. Phillips, 43, has been counsel general in Casablanca, Morocco, and previously held a number of diplomatic posts in Africa. He would succeed James R. Bullington.
