Signed into law a bill (AB 4356) by Assemblyman Richard Robinson (D-Garden Grove) allocating $650 million from a 1984 prison construction bond issue, including $114.6 million for the first Los Angeles County state prison at a site still to be selected.

Also signed into law a bill (SB 1462) by Sen. Diane Watson (D-Los Angeles) calling for forfeiture by their owners of so-called “rock houses” used by illegal hard drug dealers.

Assembly Floor Action: AIDS: Passed and sent to the Senate on a 44-24 vote for concurrence in Assembly amendments a bill (SB 2453) by Sen. Milton Marks (D-San Francisco) to permit people with severe AIDS-related conditions to be presumed disabled and be eligible for Medi-Cal benefits.

Spanking: Passed and sent to the governor on a 42-33 vote a bill (AB 1617) by Assemblyman Sam Farr (D-Carmel) to outlaw spanking for disciplinary purposes in the public schools.

Pay Equity: Passed and sent to the governor on a 42-25 vote a bill (SB 1957) by Senate President Pro Tem David A. Roberti (D-Los Angeles) to set up a commission to examine salary differences between male and female state employees. The governor vetoed a similar bill last year.

Senate Floor Action: AIDS: Passed and sent to the governor on a 31-0 vote a bill (AB 3137) by Assemblyman John Vasconcellos (D-Santa Clara) to allow prison inmates who have AIDS to be treated in medical facilities located outside of prisons.

Surrogate Parents: Defeated on an 8-19 vote a bill (AB 1707) by Assemblywoman Jean M. Duffy (D-Citrus Heights) to specify legal rights of couples who wish to use surrogate services in order to have a child.

Sex: Passed and sent to the Assembly on a 24-5 vote for concurrence in Senate changes a bill (AB 4244) by Assemblywoman Teresa P. Hughes (D-Los Angeles) to appropriate $110,000 for a pilot program to try to convince students in grades 7 to 12 that “it’s OK to say no to sex.”
