Thomas D. Smith, director of public safety at Cal Poly Pomona, has been given the State Employee Safety Award by Gov. George Deukmejian for developing a mobile communications unit for disaster preparedness at the college. The unit is the first of its kind in the California State University system.

Jack C. Green of Arcadia has been reappointed to a one-year term on the Los Angeles County Productivity Advisory Committee by Los Angeles County Board of Supervisors Chairman Pete Schabarum. The committee reviews county productivity and work measurement programs and reports to the Board of Supervisors. Green is productivity manager for Southern California Gas Co.

Heather Wood Ion of Claremont has been appointed coordinator of foundation grants in the graduate division of the College of Osteopathic Medicine of the Pacific in Pomona. Ion will solicit grants for research and education for the college.

Mary C. Hagen of El Monte has been appointed to the Los Angeles County El Monte Comprehensive Health Center Authority Commission by county Board of Supervisors Chairman Pete Schabarum. The commission has joint powers with the city to acquire, construct, maintain and operate health-care facilities in El Monte.

Frank Clayton has been appointed deputy superintendent of the El Monte Union High School District by the district Board of Trustees. Clayton, who has been employed by the district for 30 years, previously served as assistant superintendent for business and personnel.

Ray Koopman of Arcadia, Valerie Hallberg-Stalling of Pomona and Matthew Rios of West Covina have been awarded $1,000 academic scholarships to further their studies at Cal Poly Pomona. The students are studying agricultural business management at the college.

Muriel Morse of Altadena has been elected to the Board of Directors of the Visiting Nurse Foundation. The foundation administers funds, conducts fund-raising activities and manages the Visiting Nurses Assn. of Los Angeles. Morse is a retired general manager of personnel for the city of Los Angeles.

Judith Poindexter has been appointed executive director of the San Gabriel/Pomona Regional Center by the Board of Directors of San Gabriel/Pomona Valleys Developmental Services. Poindexter previously served as administrative deputy director for public health programs at for the Los Angeles County Department of Health Services.

Jean Tang has been awarded the first $3,000 Mabel Beckman Prize for outstanding achievement by an undergraduate woman at Caltech in Pasadena. Tang will receive a degree in applied physics in 1987.

Shirley Abrams of Pomona has been elected to the Board of Directors of the Jewish Federation Council of Los Angeles. Abrams will serve a two-year term.

Pete Luna, director of academic affairs and continuing education at Rio Hondo College in Whittier, has been appointed vice chairman of the California Small Business Development Board. Luna has served on the board since 1984.

Chris Hidalgo of Azusa has been elected chairman of the statewide Community College Commission on Student Representation. Hidalgo will recruit and screen students to serve on the chancellor’s advisory committees. Hidalgo is a sophomore at Citrus College in Glendora.

James E. Bailey, a chemical engineering professor at Caltech in Pasadena, has been elected to the National Academy of Engineering for his contributions in the field of chemical and biochemical engineering. Bailey has conducted research on how proteins and cells that are used to manufacture drugs and chemicals respond to genetic manipulation. Bailey lives in Pasadena.

Michael J. Martin has been named director of the Alhambra Redevelopment Agency. He will replace Michael Napolitano. Martin previously served as assistant director of community development and redevelopment for the city of Huntington Park, senior planner for Huntington Park and associate planning consultant for the city of Downey.

Hans W. Liepmann of Caltech in Pasadena has been awarded the 1986 Daniel Guggenheim Medal by United Engineering Trustees of the United Engineering Center in New York. United Engineering Trustees is an international society sponsored by the American Assn. of Mechanical Engineers, the Society of Automotive Engineers and the American Institute of Aeronautics and Astronautics. Liepmann received the award for his work in fluid mechanics research. He lives in La Canada-Flintridge.
