Norwalk : Sound-Wall Speed-Up
After receiving a petition from 150 residents, the City Council voted to move up by one year the date to build sound walls on the Santa Ana Freeway between Norwalk Boulevard and Imperial Highway.
The council requested that a study be brought back in two weeks detailing the costs for building four miles of sound walls. The city had originally scheduled to pay for design costs in fiscal 1986-88, with construction to begin in 1989. The city would later be reimbursed by the state.
Ken Montgomery, public works director, said the city has been working with the state Department of Transportation but cited a future lane-widening and less money for sound walls as reasons why the department has placed the Norwalk sound walls low on its list of priorities.
Several residents addressed the council on the need for walls, saying it is impossible to converse in their backyards.
