According to sources at the conference in Harare, Zimbabwe, the declaration calls the Third World debt burden unbearable but stops short of calling for its non-payment. An economic commission, on which all 101 members of the movement are represented, finished drafting the declaration, they said. It now goes before the heads of government for final approval. Although it calls for a new economic order to give developing countries a better deal, the draft asserts the obligation of these states to recognize their financial commitments, the sources said.
