Garden Grove Gives Approval to Shop Center

The Garden Grove City Council, sitting as the Agency for Community Development, has approved a $15-million, 20-acre shopping center that is expected to generate $300,000 a year in sales tax revenue for the city.

The center, Grove Pavilion, will be developed by Brookhurst Grove Properties, Tustin, and will replace an aging center at the southwest corner of Brookhurst Street and Chapman Avenue that now contributes about $85,000 a year to the city’s coffers.

A Marshalls department store and 30 retail stores will be part of the project that, under terms of the agreement, must be under construction by Oct. 31, 1987, with completion within 18 months. Existing stores at the site will have the option to be part of the new project, according to Victoria Nelson of the city.
