Japan is expected to announce this week a decision to participate in the U.S. Strategic Defense Initiative, a Japanese government source said. Japanese leaders have said privately that rejection of the “Star Wars” plan would amount to repudiating defense commitments to Washington. However, some issues remain to be resolved in negotiations with U.S. officials, including the extent to which Japanese companies would be allowed to use for commercial purposes the technology they might develop. In general, a Western diplomat in Tokyo said, the Pentagon considers the fruits of research it pays for to be its property.
