Residents of Norwalk, Pico Rivera and Downey were urged to help control a potentially dangerous outbreak of St. Louis encephalitis by removing all standing water in cans, buckets, planters and similar objects where mosquitoes can breed. Art Tilzer, head of the Los Angeles County Health Services Department of Vector Control, said the encephalitis--a viral inflammation of the brain and nervous system that produces a brief bout of flu-like symptoms, including dizziness and headaches--is spread by mosquitoes that bite humans after biting diseased birds. Tilzer said there is no treatment for the ailment other than rest and general care.
