East Germany has increased the protection it provides to U.S. and other diplomats in East Berlin and reportedly has increased monitoring of the Libyan embassy there in an apparent effort to prevent terrorist incidents, Western diplomats said. East German authorities took the steps, probably with Soviet backing, after the Libyan mission, called a “people’s bureau,” was linked to the April 5 terrorist bombing of a discotheque in West Berlin. The East Germans were embarrassed by the publicity over the bombing, the diplomats said.
