President Reagan plans to nominate Seattle attorney William Dwyer, 57, as a federal district judge, the White House has announced.

Dwyer’s selection has become an issue in the reelection campaign of Sen. Slade Gorton (R-Wash.), who recommended Dwyer. Critics claim Gorton traded Dwyer’s appointment for his vote in favor of confirming Daniel A. Manion as a federal appeals court judge.

Dwyer has been rated by the American Bar Assn. as “exceptionally well qualified,” Gorton said.
