The World : Rebel Charged in Manila
Philippine Communist leader Rodolfo Salas was charged with the capital crime of rebellion, despite rebel warnings that his continued detention could undermine peace talks with President Corazon Aquino’s government. Salas, whom authorities have variously identified as the rebel New People’s Army commander and the Communist Party chairman, was formally accused of engaging “in war against the forces of the government . . . and committing serious violence.” If convicted, Salas could receive the death penalty under present law, but a new constitution being drafted would outlaw executions. Salas was captured in Manila on Monday.
