On Oct. 1, 1987, California will be allowed to join nine other states and several other foreign countries by having a law in place that rewards the recycling of beverage containers.

Assembly Bill 2020 is the result of 20 years of work by Californians to develop a logical solution to the problems of roadside litter and the billions of pop bottles and beer cans that end up in our landfills every year.

The bill provides a 1- to 3-cent refund for soft drink and beer containers that are made of plastic, glass or metal. This refund is easily made at any local recycling center or store. The customer does not place a deposit on the bottles or cans when they are purchased.

I would like to thank the many thousands of people who have put their energy and support behind this compromise bill, including the members, staff and volunteers of Californian’s Against Waste and The Times, which supported this legislation.

In the years to come I think that more of us will grow to understand the logic of recycling.
