Congress passed and sent to President Reagan legislation that would establish a landmark agreement for state-federal operation of California’s largest water projects, the federal Central Valley Project and the State Water Project. The key provision is a pledge by the federal government to abide by California’s stringent water quality standards. Under the agreement, which settles a decades-old dispute between the state and federal governments, Southern California will be able to import delta water that had been withheld by the federal government. The Senate passed the measure on a voice vote, a day after the House approved the plan, 359 to 10.
