A zoning plan approved Wednesday by the Orange County Supervisors for Santa Ana Heights may take the rural, residential area “from its years of neglect hopefully to a bright future,” according to Supervisor Thomas F. Riley, whose district includes the area south of John Wayne Airport.
The fate of Santa Ana Heights has been the subject of years of angry and sometimes tearful public hearings. Homeowners, some of whom keep horses, were concerned about the impact of private development. Some of the area is also affected by jet noise.
After two years of consideration, the new plans provide specific zoning for individual areas within Santa Ana Heights. It also includes measures to prevent through traffic from using the neighborhood for shortcuts.
Robert G. Fisher, planning director for the county Environmental Management Agency, said the overall plan represented a compromise between residential and commercial development.
“We feel it goes a long way toward satisfying the planning needs of this community,” he said.
