Blacks, Latinos and Asians have been subjected to racial slurs and acts of racial harassment in Concord, a state draft report said. Prepared by the California Fair Employment and Housing Commission, the report said that “blacks, Hispanics and Asians, including refugees and immigrants, have been subjected to racial slurs and acts of racial harassment and violence, including physical attacks, threats and assaults with motor vehicles, and graffiti expressing racial hatred.” After a young black man was found hanged near a Concord rapid transit station last fall, the National Assn. for the Advancement of Colored People asked the commission to conduct hearings and report on community tensions. The death was later ruled a suicide, but it occurred at about the same time two black men were stabbed outside a Concord bar by two white men wearing Ku Klux Klan robes, the NAACP said.
