Bankers were blamed for some regulations.

Comptroller of the Currency Robert L. Clarke said the nation’s bankers partly were to blame for the continuation of regulatory obstacles that the bankers complain hinder their competitiveness. Clarke made the statement at a general session of the American Bankers Assn. annual convention. He noted that the bankers for several years had attempted unsuccessfully to alter laws and regulations prohibiting them from offering products such as real estate, insurance and securities.
