For the first time in years, all but one county in the San Joaquin Valley recorded monthly unemployment rates below 10%. Only Kern, hard hit by the depression in oil prices, remained in double digits in September with a 10.9% jobless rate, according to state Employment Development Department figures. Spurred by the peak of summer agriculture work, unemployment rates edged downward during September in every county except Kings which had an increase of just one-tenth of a point.
