9 Glendale Firms Fined $4,150 in Air Violations

Nine companies in Glendale paid a total of $4,150 to settle air-pollution citations during the second quarter of 1986, according to the South Coast Air Quality Management District.

Brock Bus Lines at 722 W. Wilson Ave. paid the most in penalties, $2,300, for violations from April through June, according to the most recent quarterly summary compiled by the air district.

The bus company first was fined $900 for failure to obtain a permit to operate gas-dispensing equipment and for failure to properly maintain a vapor recovery system. District officials said the company failed to correct the violations and, two months later, was fined another $1,400.

Casket Company Cited

The second-highest payment during the period was $800, by S & S Casket Co. at 1100 Flower St., for failure to obtain a permit to install and operate a spray booth and for excessive solvent emissions.

Courtesy Cleaner at 1242 1/2 W. Glenoaks Blvd. agreed to pay a $325 fine for excessive solvent emissions and for failure to obtain a permit to operate dry-cleaning equipment.

Four gasoline service stations were fined by the air district for faulty vapor recovery systems on fuel pumps. Those fines were $400 by a Mobile Oil dealer at 1028 S. Brand Blvd., $150 by a Union Oil dealer at 1500 Canada Blvd., $100 by Flagg Stations at 501 W. Colorado Blvd., and $25 by St. George’s Mini Mart at 3111 Chevy Chase Drive.

The amount of fines levied against service stations is based on the dealer’s history of violations and/or the number of defective pump hoses found, a district official said. Since the vapor recovery program began several years ago, hydrocarbon emissions have been reduced by 10% in the district, the official said, lowering ozones by 65 to 70 tons a day.

Failed to Post Sign

One other service station operator, a Mobile dealer at 1028 S. Brand Blvd., was penalized $50 for failing to post a sign informing customers how to report air-quality violations.

The El Monte-based air district enforces air-quality standards for industries and other stationary pollution sources in Los Angeles, Orange, Riverside and San Bernardino counties.

Districtwide, 852 cases were resolved during the second quarter through $337,232 in penalty payments, the air district said. Penalty payments during the first quarter of the year totaled about $376,000.
