The Berkeley Citizens Action slate won a fifth and controlling seat on the nine-member City Council in a runoff election. The slate backed incumbent council member Nancy Skinner, who won reelection over Pamela Sanford 1,813 to 1,753 in District 1, which encompasses northwest Berkeley. “We’re going to continue a lot of things that are of concern to this city,” Skinner said. “We will forge new alliances on the council to build more affordable housing, unclog traffic, build sensitive developments and create jobs.”
