OAKLAND — Six people, including two small girls, were shot to death early today, apparently in a dispute over a dog, when a man and woman kicked in the door of a home in an industrial section of Oakland and opened fire, police and relatives reported.
About six hours later, police surrounded a house in another part of town and said that David Welch, who was being sought for questioning in the shootings, was barricaded inside and that others were believed inside with him. Relatives of the victims said Welch had threatened to “do some shooting” if he did not get back his pit bull dog.
