Joining in the international debate over arms control, the Gilroy City Council passed a resolution in favor of a one-year moratorium on nuclear weapons testing. Several local residents argued that arms control is a local issue because Gilroy has been described as a target in a third-wave Soviet nuclear attack. One councilman, Paul Kloecker, a retired Navy officer, left the council chambers rather than vote on the resolution. The other six council members voted unanimously for the resolution.
