The only major hazardous waste dump in Northern California has been closed by state officials, who say its operators buried drums of dangerously incompatible toxic chemicals. Officials ordered International Technology Corp. to stop disposing of wastes at its Panoche facility near Benicia until tests can determine which chemicals are involved. In July, the dump’s operators decided to stop accepting solid hazardous wastes after state inspectors discovered that the company had permitted the landfill to grow beyond its allowed size.
