Charles M. Hair, a Saticoy physician, has been reelected chairman of San Francisco-based Blue Shield of California. Also reelected were Vice Chairman William J. Johnston of Redondo Beach and Treasurer Anthony M. Frank of San Francisco. Harriet M. Opfell of Orange is the newly elected secretary.
