Another 99 cases of AIDS were reported in Los Angeles County in November, bringing to 2,468 the total number of local victims of the disease recorded by the the Department of Health Services. However, November’s statistics marked the first time in several months that the number of cases reported showed a decline from an average of 106 a month during the last six months. Dr. Martin Finn, a department spokesman, said the decrease probably resulted from physicians lagging behind in reporting cases.
