Ratifying SALT

A front-page story (Dec. 16) stated that 57 U.S. senators “warned” President Reagan to comply with the unratified SALT II treaty.
I have a better solution. Why don’t the senators just go ahead and ratify the treaty instead? They had the chance in 1979 to do so, but chose not to.
By not complying with SALT II, the President is simply doing what the Senate has allowed him to do by not ratifying the treaty. They really have no cause to complain nor to blame the President for their own failure.
