Homeless men and women had to scramble to find other shelter once again because organizers of Tent City II could not come up with the required liability insurance. Spokesman Ed Davis said, however, that he expects the $500,000 policy to be renewed today. As many as 200 homeless people had been sleeping in a loaned circus tent pitched on the site of the Old State Building at 1st and Spring streets, but they were forced to vacate over the weekend when the insurance coverage ran out. Davis said that pledges have been made to pay for the insurance renewal and that the broker should complete the transaction today. He said he intended to spend the night in the pedestrian tunnel under the Los Angeles Civic Center, as he and more than 100 others had done over the weekend.
