Despite the approval of the school board, parents and most students, a health clinic in an Oakland high school will not dispense contraceptives as originally proposed, officials said. The birth control option at the Fremont High School clinic was voted down 19 to 3 by a community advisory committee set up to decide how the clinic will be run, clinic administrator Dorothy Patterson said. She said students seeking information on birth control will be referred elsewhere. A school district survey found that 60% of the school’s students were sexually active, and half who responded to the survey said they never practiced birth control.
